Thank you, Mr. Chair,
We are following with great attention and concern the tense situation in Kosova. Albania fully supports Kosova’s territorial integrity and its legitimate right to exercise its sovereignty and to enforce the rule of law throughout the country. The authorities of Kosova displayed maturity in responding to the tensions and illegal provocations this summer and by allowing more time for the change of licence plates, as matter of reciprocity.
Kosova has the right to implement the licence plate regime also under the Brussels Agreement. Notwithstanding this, Kosova’s authorities demonstrated, once more, flexibility and patience by adopting as of 1 November a gradual implementation, starting with written reprimands for drivers of cars with Miloshevic-era plates. In doing so, they have shown determination to law and order, as well as dedication to maintaining peace and security in the country, aiming to address also the rightful concern of international partners and friends. With over one thousand reprimands reportedly issued to date, no incidents or complaints have been registered.
On the other hand, Serbia, in a move that could only increase tensions, said that it had put its military forces on high alert over the situation in Kosova. Moreover, Kosova Serb representativesleft Kosova's institutions, an act of escalation at a time when co-operation and constructive dialogue are needed more than ever. We call for their return to the country’s institutions.
We are concerned also about the instances where private vehicles with the new plates of the Republic of Kosova have been set on fire in the north of the country. We condemn these criminal acts and any effort to intimidate those with or intending to obtain car plates under Kosovan law.
Mr. Chair,
We want to see the improvement of the living situation for people across all of Kosova. We condemn any attempts to destabilize Kosova and violence or threats of violence against it. We advise against the instrumentalization of non-majority communities in the country at this delicate time.
We appreciate the efforts of the European Union, the United States and of other partners toward the immediate lowering of tensions and return to dialogue. Albania will do its utmost to support these efforts.
This is a moment for tireless dialogue, as the only way to move ahead and resolve the outstanding issues between Kosova and Serbia. We urge both countries to work bravely towards a comprehensive peace agreement and to design their future on the path of European Union integration.
