On item #7 of the Adopted Agenda as contained in document GOV/2022/32 of June 6th, 2022: Verification and monitoring in the Islamic Republic of Iran in light of UNSCR 2231 (2015) June 7th, 2022

Mr. Chair,

Albania has aligned itself with the statement delivered previously by France on behalf of the EU delegation, however, would like to add the following additional remarks.

We welcome the Director General's update on the Verification and monitoring in the Islamic Republic of Iran in light of UNSCR 2231 (2015) as contained in document GOV/2022/24 of 30th May, including the previous reports. We note that since 23 February 2021, Iran has no longer provisionally applied the Additional Protocol to itsSafeguards Agreement in accordance with Article 17(b) of the Additional Protocol (para. 64)and its nuclear-related commitments under the Joint Comprehension Plan of Action (JCPOA).
Albania condemns Iran for violating the NPT Safeguards Agreement, JCPOA, and all its nuclear activities and other measures as stated under UNSCR 2231 (2015). For the first time in a DG report, the names of the 4 sites are disclosed, considering the grave concerns raised by the Agency on Iran’s alarming rate of high enriched uranium and non-compliance in providing information for its nuclear activities. We call on Iran to fully comply with its obligations as required by the Additional Protocol and JCPOA in providing the Agency with an updated information regarding its uranium and fuel enrichment, and the manufacturing of centrifuges and their components within its territory. We urge Iran to respect its commitment in providing written explanations to all questions raised by the Agency, as stated in the Joint Statement of 26 August 2020, between the Atomic Energy Organization of Iran and the IAEA.

We commend and express our full support to the DG and the Secretariat for their professional and impartial work and would like to underline the importance of providing a timely report on verifying Iran's safeguards obligations. Until Iran provides credible explanation supported by documented evidence, we request the DG and the Secretariat to continue reporting in a comprehensive and transparent manner over this issue. In case of non-compliance, we encourage and support all efforts and any action plan proposed by the DG and the Secretariat as is deemed appropriate, to persuade Iran in implementing all obligations under the resolution UNSCR 2231 (2015).

Considering our position at the UN Security Council for 2022-2023, and our role as a stunt supporter of numerous non-proliferation nuclear treaties, Albania remains dedicated in promoting peace and security in the world. Observing an increased trend of global threats and risks arising from non-state actors in acquiring WMDs, we highlight that recently this trend has been accelerated further considering the increased accessible ways in transferring nuclear knowledge and technology offered today by modern digital technology and open knowledge sources. In this context, we strongly support a sustained implementation of UNSCR 1540 (2004) regarding the prevention of the proliferation of nuclear, chemical, biological or any WMDs, including their means of delivery.

With these comments, we take note of the report on the “Verification and monitoring in the Islamic Republic of Iran in light of UNSCR 2231 (2015)”as contained in document GOV/2022/24.

Thank you.
