With respect to the consular services of the Republic of Albania diplomatic representatives in Budapest, please pay attention: 

All the consular actions in Albanian Embassy in Budapest can be realized through the postal service. In order to do so, together with the documentation to be mailed, a blank envelope with a stamp and the return address has to be included. This procedure enables the return of the documents to the persons concerned, if the application will be returned to supplementation.

The services that, the normative acts in force require the physical appearance of the person concerned, are exempted based on this rule:

- The laissez

- The proxies

- The visa applications

- The preparation of the citizenship documentations file

The citizens, who require a certain consular service, must submit all documents required for that action. The payment receipt to the requested service also has to be attached to the list of the required documents.

The payment for all consular services, without exception, has to be realized only through the banking system.

In accordance with the law 8977, date: 12.12.2002, “On the tax system in the Republic of Albania”, the fees for consular services are as follows:

Marriage registration

Description

Registration of marriages carried out at the host country, where at least one of the spouses is an Albanian citizen

Required documentation

1) The marriage act, issued by the foreign authorities, must be legalized or have an apostille seal affixed to it;

2) Translation of the act of marriage must be legalized or have an apostille seal affixed to it.

3) Identity documents, valid travel passport or ID of the spouses;

The acquisition or the relinquishment of Albanian citizenship:

The individual, who received the promise of the relevant authority of the host state for acquiring the other nationality, applies for renunciation of Albanian nationality.

In this case, the Embassy assists citizens, advising in the preparation of the necessary documentation and procedures, such as: the translation, legalization, etc.

 

Re-acquisition of citizenship

Description

Re-acquisition of citizenship by the person who renounced the Albanian citizenship due to the commitment to be granted another citizenship

 

Required documentation

1) Interested party’s application addressed to the President of the Republic of Albania;

2) Birth certificate;

3) Family certificate;

4) Explanatory report and confirmation from the local Police Station and relevant District in relation to the former or current citizenship of the applicants’ parents;

5) Notarial declaration of each adult applicant, wherein it should be declared that he/she has acquired no other citizenship and that he/she is currently a stateless person;

6) Certificate issued by the relevant administrative unit for each adult applicant;

7) Certificate of Birth or Death of Parents of the Applicant;

8) Applicant’s photo;

9) Invoice.

 

Procedural steps

1) Submission of documents via mail or in person;

2) Certification of the documentation by the Consul;

3) Official forwarding of the documentation from the mission to the relevant authorities.

Renouncement of citizenship

Description

Renouncement of Albanian citizenship in case of another citizenship or commitment for the acquisition of another citizenship

 

Required documentation

1) Albanian citizen’s application addressed to the President of the Republic of Albania

2) Commitment by the competent authority of the other citizenship or an original document of citizenship acquired at the relevant country;

3) Applicant’s birth certificate;

4) Certificate of lack of criminal record;

5) Certificate from the District Court;

6) Certificate from the Prosecution Office;

7) Certificate from the Execution Agent Office;

8) Certificate from the Administrative Unit Mayor certifying that he/she is an inhabitant of such unit as well as his/her correct address;

9) Applicant’s marriage certificate, if he/she is married;

10) Certificate of family status in the country where he/she lives;

11) Notarial declaration of both parents, whereby they express their consent on renouncement of citizenship of their children of minor age;

12) The document confirming his residence at the state promising the other citizenship; 13) The Invoice.

Attention:

Albania and Hungary are members of the Hague Convention “On the abolition of legalization of foreign public documents”, 5 October 1961, it is known as “ Apostiles Convention”.

In accordance with this Convention, the documents should be provided with an Apostille seal by the competent authority of the country where they are released and then they can be directly used in accordance to the citizens’ interest in the institutions concerned of the host country (registry offices, courts, educational institutions, etc.) In Albania, the competent authority for the legalization of the documents is the Ministry of Foreign Affairs.

This means that the documents issued by the Albanian institutions to be used in Hungary cannot be legalized in the Albanian Embassy, but only in the Ministry of the Foreign Affaires in Tirana.

Likewise, the documents issued by the Hungarian institutions to be used in Albania, get Apostille stamp at the Hungarian Foreign Affaires Ministry.

Assistance and protection of citizens in difficulty

In difficult and emergency situations, Albanian citizens and their family members may address themselves at any time to the MFA, Consular Department, and our diplomatic representative offices abroad, to get assistance and hold consultations. Citizens may also request the assistance of our diplomatic missions in case that their rights are violated in their residence country. The assistance and help may be provided in accordance to the international acts, mutual agreements and concrete situations.

Permission pass for foreign citizens Description Issuance of permission passes to foreign citizens who have a residence permit in Albania and who cannot be provided with travel documents by the relevant country. Required documentation 1) Document reasoning the impossibility to be granted a passport by his/her country of origin; 2) Report to the relevant local authorities for the loss of passport, if it is lost; 3) Any kind of document or copy thereof certifying that he/she has a residence permit in Albania; 4) 2 photos of 4x5 cm size with a white background; 5) The Invoice. Procedural steps 1) Personal appearing of the interested party; 2) Verification of documentation by the Consul; 3) Verification of identity, if deemed necessary; 4) Filling in of the LK 1 form. Issuance of simple proxies Description The compilation of simple proxies by consuls for the Albanian citizens residing abroad Required Documentation 1) Identification document such as passport or ID biometric card; 2) Copy of the identity document of the authorized person; 3) Supporting documents which sufficiently justify the issuance of the consular act (e.g. pension book for proxies of pension withdrawal). Procedural Steps 1) Presentation of the citizen in person before the consul where the verification of his/her identity is made; 2) Submission of the original fee invoice that has been made into the account number of the diplomatic or consular representation of the Republic of Albania; 3) The Consul compiles the proxy in two original copies; 4) Reading of the proxy by the person concerned; 5) Signature of the proxy by the Consul and the person concerned; 6) One proxy is delivered to the person concerned; 7) The other proxy is kept in the archives of the embassy or consulate together with a copy of the authorization that has been delivered to the person concerned, with the tax stamp, as well as the supporting documents unified with the original by the Consul. Service fee and the deadline 20 Euro per page or the equivalent amount in the local currency Proxy is compiled when the person concerned is present. Consular posts perform acts in the quality of notary only for Albanian citizens residing in the jurisdiction covered by the diplomatic or consular mission. In case of proxies not issued by consular posts, interested persons shall address local notaries. In order to be recognized by the authorities in Albania, local notary proxies must be legalized or apostilled, like any other foreign document. Consular posts do not compile general proxies or proxies dealing with the transfer of ownership, movable property or real estate, for which their registration is expressly required by law. In countries with no Albanian embassy or consulate, the persons concerned address local notaries. In order to be recognized by the authorities in Albania, local notary attestations must be legalized or apostilled, like any other foreign document.

Signature Authentication Description Confirmation of the authenticity of signature of the document issued by Albanian authorities or the country's authorities in the jurisdiction covered by the diplomatic or consular mission, as well as the citizens' authentication signature Required documentation 1) Identification document such as passport or ID biometric card; 2) Original document signed; Procedural Steps 1) Presentation of the citizen in person before the consul where the verification of his/her identity is made; 2) Submission of the original fee invoice that has been made into the account number of the diplomatic or consular mission of the Republic of Albania; 3) Verification of the signed document by the Consul; 4) Proof of the authenticity of signature after being convinced that the signature is valid; 5) After the authentication with the original one is made and the tax stamp is set, a copy of the document is kept in the archives of the embassy or consulate Service Fee and Deadline 20 EUR or the equivalent amount in local currency Issuance is compiled when the person concerned is present. Legalization and Apostillation of documents

All documents issued by the Albanian administration intended to be used abroad should be legalized. Foreign documents to be presented to our authorities should be legalized as well.

Legalization of documents in our missions and the MFA

Legalization is the procedure of recognition of foreign document’s regularity. For this, the consular diplomats confirm the responsible functionary and the institution, namely by verifying the signature and seal. Beforehand, the issuing authority should have informed the persons who have the right to issue documents and deposit their signatures.

The responsible authorities for the legalization of documents for each foreign country can be found on the official websites of foreign ministries.

The legalization of the Albanian documents to be used abroad and legalization of foreign documents to be submitted to the Albanian authorities is regulated by DCM. 134, dated 07/03/2003.

Apostillation of Documents

Albania is a member of the Hague Convention "On the abolition of legalization of foreign public documents" of 5 October 1961, which means that the Albanian documents that will be used in member countries of the same Convention, and vice versa, will not be legalized by diplomatic and consular representations. Under this Convention, the documents are provided with an apostille stamp by the relevant authority of the country where they are issued and can then be used directly at the relevant institution (Public Records Office, court, educational institution, etc.) of the host country.

Countries that do not require apostillation/legalization of documents

By bilateral agrement, documents for some countries (Hungary, Czech Republic, Romania, Russia and Slovakia) are accepted directly without having to be legalized or apostilled.

Relevant Institutions

In Albania, the relevant authority for the legalization and apostillation of documents is the MFA, Consular Department. In other countries it can be the Foreign Ministry, Ministry of Justice, or various local structures.

Visa regime for foreign citizens

Visa regulations

The visa regime for foreign citizens in the Republic of Albania is provided for by Law No. 108/13 “On foreigners” and by the Decision of the Council of Ministers No. 513/13 “On the treatment of foreigners”, amended.

1)  Can enter Albania without visa:

a) Foreign citizens who have a valid, multiple-entry Schengen visa, which has been previously used in one of the Schengen states, or foreign citizens who have a valid permit of stay in one of the Schengen states;

b) Foreign citizens who have a valid, multiple-entry US or UK visa, which has been previously used in the respective country of issuance, or have valid permit of stay in the US or UK.

2) Can enter without a short-term visa (without a visa Type C) for touristic motives during the period 1 June 2015 – 1 November 2015 citizens of Saudi Arabia, Bahrain, Belarus, Georgia, Qatar, Oman and Russia; 

3) Long term visa (Type D) is required for all foreign citizens that will stay in Albania for more than 90 days during a six month period (90/180 days) and will apply for a residency permit from the migration office;

5) All foreign citizens from countries that are not included in the table are required to have a visa before travelling to Albania. They can apply for a visa in the Albanian embassy that is geographically closest to their country of origin or residency;

Required documentation 1) Application form; 2) Passport-format photo, not older than 6 months; 3) Copy of a valid travel document (which shall be valid for a duration of at least three months more than the expiration date of the requested visa); 4) Health insurance, for the entire visa duration; 5) For children, a statement wherein his/her parent or legal custodian or the person assigned to the child, gives his/her consent for the child to travel; 6) Invitation signed by the inviter; 7) For type C visa, with tourism purpose, the following shall also be provided: - Documentation of reservation of a round-trip ticket; - Booking of the hotel or documents related to the accommodation during the stay; - Documents proving that he/she has sufficient financial assets to stay and return to his/her country of origin; 8) For a type C visa, for touristic purposes organized in tourist groups, the following shall also be provided: - Copy of the passport; - Notarized copy of the license of the Albanian travel agency, which invites the foreign tourist group; 9) For a type C visa, for scientific, cultural, sport, and humanitarian purposes, the following shall also be provided: - Invitation by the receiving entity/subject; - Reservation of the hotel or declaration of the receipt; - Sufficient financial means for covering the time of stay and returning to his/her country of origin; 10) For a type C visa, for official purposes, the following are also requested: - Invitation by the receiving institution; - Verbal note from the institution whereat the foreigner is employed; 11) For a type C visa, for medical purposes, the following shall also be provided: - Invitation by the receiving institution; - Case history (original or photocopy) issued by the receiving Country; - Declaration of the Hospitalizing institution in Albania on the details of the medical treatment and the subject which shall cover the costs; - Sufficient financial means to cover the expenses; - Health insurance for the persons accompanying the ill person; 12) For a type C visa, for professional, trade and business purposes: - Invitation by the receiving entity; - Document testifying the professional trade activity whereto the visit motives are related; - Documents proving the legal status of the trade entity; - Copy of the registration certificate for business, for visits lasting from 60-90 days; Procedural steps 1) Appearing in person (at least when the application is made for the first time); 2) Filling in the visa form; 3) The visa form for children shall be filled in by one or both of the parents, or the legal custodian, or the person assigned to them; 4) Appearing in person for obtaining the visa; Service fee and deadline 1) By reciprocity, based on Decision no 513-13 of the Council of Ministers; 2) The following shall be treated free of charge: - Children up to 6 years of age; - Holders of diplomatic and service passports; - Members of non-profit organizations of less than 25 years of age; - Pupils, students, post-graduate students for study purposes or education training; - Researchers carrying out scientific researches; - Humanitarian cases; 3) Visas for children of 6-12 years of age shall cost half of the fee; 4) Deadline for issuing the visa shall last up to 15 days and in exceptional cases up to 30 days. Office All diplomatic and consular missions Notes Obtaining a visa shall not serve as a guarantee that the foreigner is allowed to enter the Republic of Albania. In cases when children have no passport, the visa shall be registered in the visa of his/her parent or legal custodian, in whose passport he/she is noted. Upon the rejection of visa, the foreigner is entitled to re-apply only after the appealing procedure comes to an end or after the lapse of three months starting from the date when the decision on rejection was rendered. 1) The following categories shall be excluded from the obligation to file an application with the missions: - Holders of diplomatic passports; - Humanitarian cases; - High-level personalities, their accompanying spouses, and delegations accompanying them for official visits; - A foreigner holding a royal title and other royal family members for official visits; - Foreigners organized in tourist groups; - Foreigners who have applied by themselves earlier for the duration of 59 months. 2) Foreigners coming from countries affected by epidemics or illnesses shall be asked at the border checkpoint to provide the original international certification of vaccination. Issuance of long-stay visas, type D Description Providing foreign citizens with type D long-stay visa, to apply for residence permit in Albania. Required documentation 1) Application form; 2) Passport-format photo, not older than 6 months; 3) Copy of a valid travel document, having a validity of at least 3 months more than the expiry deadline of the requested visa; 4) Health insurance for the entire visa duration; 5) For children of less than 18 years of age: a declaration whereby their parent or legal custodian or the person assigned to them, gives his/her consent for the child to travel; 6) For visas of D/AE/AP/AT/APU type, the following shall also be provided: - Invitation by the receiving subject together with the copy of his/her ID card; - Documents certifying the professional activity whereto the request motives are related; - Copy of the work permit issued by Albanian authorities; - In case of a trade entity, the documents proving its legal status. 7) For a D/ST type visa, the following shall also be provided: - Document proving the registration in an education institution; - Guarantee certifying the coverage of costs of life and education; - Document of health insurance for the stay duration; - Document confirming the accommodation; - Document certifying that the person knows the language in which the studies will be carried out. 8) For a D/BF type visa, the following should also be provided: - Copy of the ID card of the receiver (if the receiver is a foreign citizen, the photocopy of the residence permit must also be provided); - Family certificate of the last month certifying the connection of the person requesting family reunion; - Additional documents testifying the consistent link to the person requesting family reunion; - Documents proving that the foreign receiver has adequate conditions for residing; - Notarized copy of the document proving that the foreign receiver is employed or self-employed and has sufficient income to secure the life of person he/she is receiving. 9) For a B/VHF type visa, the following should also be provided: - Notarized copy of the license on exercising the humanitarian activities; - Copy of the working permit or certificate of registration for work; - Declaration on the motive of work by the entity of religious community. 10) For a D/DS type visit, the following shall also be provided: - Verbal note from the institution; - Invitation from the receiving institution. 11) For a D/PS type visa, the following shall also be provided: - Invitation from the receiving subject; - Notarized copy of the employment contract with the receiver; - Copy of the working permit, issued by Albanian authorities; - Document proving that the foreigner is registered with the institutions of the country of origin. 12) For D/H type visa, the following shall also be provided: - Documents confirming the humanitarian motives. Airport transit visa, type A Description Providing foreign citizens with A-type airport transit visa.
