Brussels: 11th meeting of the SAA EU-Albania Sub-Committee on Agriculture and Fisheries

On 6th of December 2019, was held in Brussels the 11th meeting of the SAA EU-Albania Sub-Committee on Agriculture and Fisheries. The representatives of the European Commission and Albania discussed the level of implementation of the SAA and the approximation of our legislation with the EU acquis in the field of agriculture and fisheries, including food safety, veterinary and phytosanitary issues. Commission experts welcomed the efforts of the Albanian authorities to implement the Instrument for Pre-Accession Assistance for Rural Development (IPARD) and emphasized the need to speed up processes related to the economic viability of projects, capacity building of advisory services to assist potential beneficiaries, further strengthening of the capacities of the Managing Authority and the IPARD Agency.
The experts encouraged Albanian institutions to develop a national food safety policy and the implementation plan aligned with EU standards, as well as to provide sufficient administrative capacity, which is essential to allow accurate and harmonized implementation as well as ensuring full traceability throughout the food chain. Regarding the fisheries sector, the Commission encouraged Albania to continue the implementation of the General Fisheries Commission for the Mediterranean (GFCM)’s recommendations and to reactivate the Vessel Monitoring System (VMS). The meeting also stated that improvement of administrative capacity in the fisheries sector should be pursued.
